The harder the Afghan government tries to fight corruptions the stronger the corrupt leaders try to find ways to play the rule of laws in Afghanistan. This government is the continuation of Hamid Kerzai’s government with few cosmetic changes at the Palace. They are mostly the same people or the sons and daughters of the ex government elites.
Part of the current government ongoing corruption is the Ministry of Foreign Affairs of Afghanistan. The ministry of foreign Affairs serves as legal human smuggling entity for the elites, their family members, son and daughters of current or past rulers.
For the past 20 years, Ministry of Foreign Affairs of Afghanistan, smuggled thousands of elites and their family members to western countries including the United States and Canada. Many diplomats at the end of their three four years term do not return to Afghanistan and they make refugee cases against the same government they usually serve. For example, during the Taliban Era, where most embassies were controlled by the northern alliance, where they were issuing diplomatic passport for their friends and family members with under the name of diplomats until the so called diplomats would get entry to the western countries and that passport would enable them to play the refugee game and make his/her case.
Abdul Sttar Murad, current Minister of Economy and served as governor for Hamid Kerzai, used to be Ambassador to Bangladesh and Malaysia, he alone smuggled hundreds of his friends and family members to western countries by issuing them diplomatic passports with issuance of diplomatic notes to assure the passenger a legal way to escape. Those investments made Mr. Murad a Minister today.
The Director of Human Resources Abdullah Aymaq who served as diplomat to the United States, recently smuggled his family into Canada. He recently visited Canada under the pretext to audit the Afghan Embassy in Canada, however the reality was the kids and wife just crossed to the Canadian border and made a refugee Claim.
Like other diplomats, Mr. Qayumi who serves as diplomat and acting Ambassador, he too took the advantage of making refugee claim in Ottawa. His family will not return and as for him, he is not too sure weather to go back or not. Mr. Qayumi belongs to ex warlords and since no Afghan Ambassador for the past two years in Ottawa, he serves as acting Ambassador to Ottawa.
Political Deals for Legal human Smuggling
Yes there are political deals among the elites among themselves to make foreign appointments. 1st is very simple, that one pay in form of Cash but not in Afghanistan. Or property, or paying in other forms, i.e. you are a minister and you will honor contract the company of ministers choice. 2nd if you are an MP and make sure you do positive campaign in the parliament for the Minister. 3rd if you are fealty rich and you make a huge charity to the Minister, be it as anti bullet Land Cruiser, gifts, and you name it. 4th if you were the son or daughter of Jamait Islami war lord commander or ( Rabbani Group) So there are many forms of corruption within corruption that no government can stop it. But there is only few ways to stop this
Now there are fourteen hundreds of diplomats serving at the ministry at least 300 serving as diplomats to other nations. Each year around 200 family members of diplomats get resettled and make refugee claims against their own government. Mostly making fake and paste and copy stories not to return to Afghanistan. Yes they all go back to Afghanistan when they get second nationality. It’s because their no fear from anyone, it’s the people who fear them and their fathers in the government. Western Nations must take action against legal human smuggling as President Ghani failed in bringing good governance.
