Eng. Gulbuden Hekmatyar, the leader of Hezb-e-Islami Afghanistan in his resent brief statement to the US congress has stated that:
“In view of the destructive war in our country, a struggle that has all the hallmarks of a war of attrition and could prolong the Afghan people\'s tragedy for decades into the future, the Hezb-e- Islami of Afghanistan calls upon all involved parties to search for ways to bring peace to that country.
“ We aim at establishing contact with all concerned governments, especially the United States of America, to explore the ways to achieve:
a- a honourable peace,
b- a peace that would restore the dignity of the Afghan people,
c- a peace that would bring equality and justice to all Afghans, men and women alike,
d- Regardless of ethnicity and sectarian affiliation.
“The course of action must include the phased withdrawal of foreign troops in accordance with a firm timetable acceptable to the Afghan people, the United States, and its NATO partners.”
“We call on all concern parties to come together in order to find ways for the termination of the war and the establishment of peace.”
“Peace in Afghanistan is possible only if all foreign troops have been withdrawn.
The occupation of Afghanistan by foreign troops was, and continues to be, the
very cause of the war. They brought even more hardship and misery, killing and
bloodshed, conflict as well as social and economic grievances to our country.
By now resistance is alive in the entire country. There is no longer resistance of
individual groups; rather resistance is now at national level.”
“We are ready to exchange views with the relevant actors. These talks should begin at the earliest, i.e. immediately, in order to stop further bloodshed. There is no other way. Otherwise the Afghan resistance against foreign occupation powers and the Kabul administration installed by them will grow, these talks have to begin, be — today or in five, ten or 15 years.”
“When referring to peace we have in mind a durable peace without interferences or dictates from the outside: a peace in which human dignity and the honour of the Afghan people are the foundation of life at the social and national level. A peace with equal rights and duties for all Afghan citizens, men and women alike, regardless of their ethnic or tribal affinities.”

National Rescue Agreement
We, ( Afghans) promise to assist each other, to take our country out of its miseries, to end the war for ever, have confident security, have an Afghanistan free of foreign forces and foreign interferences, empower our national conciliation, allow our nation to choose their leader(s) and establish our own type of governance based on our ideology and belief.
In order to reach these holy and high value goals, we have agreed to the following plan;
1) Foreign forces to start departing from Afghanistan in July of 2011 and complete their departure within six months.
2) Within this time period the foreign forces to leave the cities and gather in their military bases for their scheduled departure.
3) Within this period security to be completely handed over to the Afghan National Army, Police, and foreign forces must not have the right to engage in military operations, searching of homes or imprisonment of any person on their own in any part of Afghanistan.
4) Either a transitional Gov. accepted by all should establish, or, if that is not suitable for some circles, changes should bring in the current govt. setup. Nonetheless controversial personalities as well as corrupt people, national traitors, atheists, and war criminals must not be included in this government; also leadership of the three branches of the government must not include those members of the parties who have fought on behalf of one party against another.
5) Instead of this Parliament, with the agreement of all the Afghan parties a seven member council in the name of National Security Council will be formed which will have the authority to make the final decisions in regard to important national issues of the country. The head office of this council (NSC) will be in such a province of the country where the security of that province is completely under the control of Afghan Security Forces and no foreign security force(s) will be present there.
6) After the departure of the foreign forces, elections based on proportional representative, should be held simultaneously for Presidency, House of Representatives, and Province Councils.
7) Those cabinet members and governors of the current government who wish to take part in these elections can do so only if they resign three months prior to the election date from their current governmental positions.
8) In the first elected government all side’s shares in the government will be honored based on their achieved percentage of votes, but after the first election the high vote winner in the future elections is not obligated to form a coalition government.
9) Those parties or political alliances would have the right to participate in the future elections that received ten percent votes (of the eligible voters) in this first election.
10) A complete ceasefire is being held among all warring sides, all political prisoners to be released. All sides must promise that from now on they will not search unconstitutional ways for reaching political goals nor will they take arms against their political rivals.
11) The first elected council (House of Representatives) has the right to review the drafts of Constitutions offered by the three sides and make the final decision in regard to the Afghan Constitution.
12) No foreign country has the right to have prisons in Afghanistan, imprison any Afghan or punish him/her, send and take him/her out of Afghanistan for investigation, imprisonment or court processing.
13) Corrupt persons, drug smugglers, thieves of national wealth, and war criminals will be handed over to the Afghan Courts and no one will have the right to defend them in illegal ways, in publicly or privately.
14) After the departure of the foreign forces, foreign fighters will not be in Afghanistan as well.
15) Any internal or external force which disagree to this reconciliation agreement and insist in the continuation of fighting, we all agree that together, we will fight them until we rescue our nation and country from them. (End)
